Cheng On states

I returned yesterday from the country. I left the Colony after the Witchell trial because my master Ho Fook told me that I had incurred the hatred of many Inspectors and Sergeants of Police and that I had better go into the country for a while. He said that he would send word to me when I might come back. He paid me my wages while I was away. Recently I received a letter from him telling me to come back. This is the letter I received (Letter attached). I have been employed in the Opium Farm for 16 months. I was employed as Chief Chinese Excise Officer. My predecessor in office was Pang On. Pang On's predecessor was Wong Kam. Both of them were formerly in the Police and so was I. Wong Kam died. Pang On was dismissed when I became Chief Chinese Excise Officer. Yeung Fat came to me and said to me "Pang On formerly paid bribes to several of the Police, how is it that you do not pay".
